LAND 907 Phase 2 and LAND 8160 Phase 1 – Heavy Armoured Capability Systems (HACS) Project

Project Details

Defence intends to upgrade its Heavy Armoured Capability Systems (HACS), by way of replacement, to the Abrams M1A2 Main Battle Tanks and Abrams M1A1 Combat Engineering Vehicles. Defence also intends to procure Through-Life Support (TLS) for the HACS through an integrated HACS Support System.

The global Abrams platform Prime Systems Integrator is General Dynamics Land Systems. If approved by Government, Defence intends to acquire the Abrams platforms through the US Foreign Military Sales program, and to issue a limited Request for Tender (RFT) to General Dynamics Land Systems–Australia (GDLS–A) for the provision of TLS for the HACS.

To inform the Government approval process, Defence has issued a Request for Proposal (RFP) to GDLS–A to provide Defence with certain information regarding the proposed HACS Support System. This includes undertaking an Industry Engagement Activity (IEA) to inform Defence of the opportunities for Australian Industry participation in the future HACS Support System. The IEA will be undertaken by GDLS–A and monitored and observed by Defence.

Potential Australian Industry suppliers who are interested in contributing to the future HACS Support System can find out more and register their interest through the ICN web portal at (enter ‘Heavy Armoured Capability Systems’). This IEA will occur virtually in October 2020. Full details are available on the ICN web portal.

This notice is intended to provide an early indication of opportunities for Australian Industry to participate in the future HACS support system. Subject to approval by government, there will be further opportunities for Australian Industry to register their interest in participating in any future procurement. Failure to participate in the current IEA will not prevent Australian Industry from participating in the future.

Should HACS obtain Gate 2 Government approval then a Limited RFT Process will occur and this will include further development of Australian Industry participation building on the RFP outcomes and the HACS Support System development. There will be opportunities for Australian Industry to provide sustainment support from late 2024 onwards.

Virtual Industry Engagement Activity Briefing

GDLS-A will conduct a Virtual Industry Engagement activity to facilitate fair and equal opportunity for Australian Industry involvement in the HACS Projects.

The Industry Engagement Activity is broken down into the following activities as outlined below:

  • Activity 1 is the Registration of Australian Industry for the Industry Briefing and will be conducted between 07 and 13 October 2020.
  • Activity 2 is an Industry Briefing from GDLS-A where Australian Industry will learn further information about the HACS Projects and opportunities for Australian Industry. These identical Industry Briefings will occur on 16 October 2020 and 19 October 2020.
  • Activity 3 is an opportunity for Australian Industry to present the capability that they will bring to the HACS Projects. Industry presentations are by invitation only and will occur between 27 October 2020 and 30 October 2020.

*Note that all the presentations outlined above in Activity 2 and Activity 3 are virtual meetings.

Additional Information 

This ICN portal is where all Australian Industry participants can register their interest in attending the GDLS-A led Virtual Industry Briefing (2 x 1 hour sessions are planned based on numbers). There will be a limit of 1 connection per company in order to maximise attendance. Registrations for these Virtual Industry Briefings will be accepted ONLY up until 1700hrs AEDST 13 October 2020.  A PDF copy of the Virtual Industry Briefing slide pack will be available on this ICN portal for a period of one week after the last Virtual Industry Briefing. Companies that have correctly registered will receive further information on how to attend the Virtual Industry Briefing.

After the Virtual Industry Briefing, Australian Industry will have the opportunity to express their interest in conducting five minute presentations with five minutes of questions and answers to GDLS-A and the Commonwealth (CoA). In order to do this, companies must click on the Expression of Interest button on this HACS ICN portal page, answer the questions and provide the information requested. The closing date for accepting Expressions of Interest is 1700hrs AEDST 21 October 2020.

Should you not wish to provide a five minute presentation, or your company is not selected to conduct a five minute presentation, you may still submit a three page capability statement on your company for future consideration. Capability statements can be submitted via the ICN portal until 30 November 2020.

Based on the responses received, GDLS-A will select companies to be invited to present their capability for five minutes using a mandated PowerPoint template presentation followed by up to five additional minutes of question time (i.e a maximum of 10 minutes). Should your company be selected to present, a Presentation Pack including a mandated PowerPoint template, detailed instructions and date and time for the presentation will be issued to you by 23 October 2020.

Information provided during this Industry Engagement Activity process will be used to inform Government on the current potential for Australian Industry involvement as part of the Gate 2 Government approval. Should the HACS Projects be approved by Government, the next step involving Australian Industry will be as part of the Request for Tender process expected in 2021.

Work Packages

The Australian Industry Work Package Structure registered on this portal represents a standard breakdown of systems, sub-systems and components that are typically found on Heavy Armoured systems of this type. Analysis will continue regarding which of these systems will represent an opportunity to Australian Industry participation. In the meantime you are requested to indicate which of these areas aligns with the capabilities of your organisation for Repair, Rebuild, Upgrade, Supply, Engineering Support Services & other Support Services.

Compliance Requirements for future Industry support to the HACS

Support to the HACS will be subject to a series of compliance requirements to deliver this complex capability.  These include, but are not limited to:

– Control of Defence technology applies such as:
– Australian-US Trade Cooperation Treaty 2007
– Defence Trade Controls Act 2012
– International Traffic in Arms Regulations (ITAR) compliance controls

Defence Security applies under the Australian Government Security Classification System including the Defence Industry Security Program Accreditation

– CoA Australian Industry Capability (AIC) Policy applies

– Management Systems Certification such as ISO 9001 Quality, ISO 45001 Health and Safety or equivalent will apply

– Selected sub-contractors must be willing to share Intellectual Property in a controlled security environment.

– Potential sub-contractors can demonstrate existing relevant experience or a mature pathway to achieve relevant capability

– Flow down of CoA Contract Terms and Conditions must be considered

– Potential sub-contractors must demonstrate their willingness to participate in optimisation processes.
