Osborne Naval Shipbuilding Precinct (Future Subs Program) Infrastructure Development

The Osborne Naval Shipbuilding Precinct (Future Submarine Program) (ONSP(FSP)) Infrastructure Development will provide the necessary build, test, and integration facilities (BTIFI) to design, produce and accept into service a fleet of future submarines (FSM). The project is part of the Commonwealth Government’s Naval Shipbuilding Plan announced in May 2017 which sets out the strategic approach to building a long-term, sustainable naval shipbuilding and ship sustainment capability in Australia.

Laing O’Rourke has been awarded the Managing Contractor role for this large scale project and is now requesting Registrations of Interest (ROI) from trade subcontractors interested in participating in this exciting South Australian Project. Delivery Phase works are scheduled to commence in Q1 2019 and be completed in 2026.

The proposed scope of works includes the following:

New building works include:

  • Production Workshops
  • Platform Land Based Test Facility (PLBTF)
  • Combat System Physical Integration Facility (CSPIF)
  • Paint workshops
  • Raft workshop
  • Warehousing
  • Wharf support buildings
  • Shipyard maintenance and utility building
  • Canteen and amenities
  • FSP building
  • On-grade car park and pedestrian bridge over rail

Civil and marine infrastructure includes:

  • Piling, bulk earthworks, roads, aprons and hardstands
  • Wharf upgrades/extensions
  • Power, water, electrical, security and communications infrastructure.

PROJECT UPDATE

Following the development of the Phase 1 design, the Osborne North Development Project is continuing to progress well towards construction.  In August 2019 will be starting our site establishment activities and by the end of 2019 we will have commenced our first permanent works.

Within the next two months we will be issuing expressions of interest for the Phase 1 Delivery Packages, which will commence on site in Q1 2020.  Please continue to review the ICN portal for sight of these opportunities.

Procurement of the Phase 2 scope is also in our sights, and we are focusing upon the services that we require during the planning (design) phase for those works, including early supply chain engagement for key trade works where input into the design process is required.  We will provide more detail on Phase 2 requirements in a further Industry Briefing later this year.

We will hold a series of Supply Chain Safety Forums as we progress, to share the Laing O’Rourke safety ethos and behaviours, as well as some of our project objectives with potential supply chain partners on the project.  These Forums will target trades due to be procured and mobilised at that time.  The first will target earthworks, civils and structural trades, and will take place on 29 August 2019.
